In brief: The MAS ETH in Technology and Public Policy
The programme degree equips participants with the public policy analysis skills needed to address challenges at the intersection between technology and public policy in their current or future careers.
Structure and content
Programme description
Complementing their science or engineering backgrounds, the MAS ETH in Technology and Public Policy (MAS ETH TPP) participants acquire public policy analysis skills. By taking elective courses which put science in perspective and by practically applying what was learnt in a policy analysis project, TPP graduates are ready to thrive at the intersection between technology and public policy.
Objectives
Participants will get to know the entire field of public policy analysis from policy process to impact analysis. They will learn how to systematically and effectively
- (1) analyse how public institutions function and how policy choices are made,
- (2) manage policy-making processes and communicate effectively with policy-makers, stakeholders, and the public,
- (3) design policy interventions based on systematic analyses of their expected economic, social, and political consequences,
- and (4) evaluate how implemented policy interventions perform in terms of their effectiveness, efficiency, and equity.
The participants will broaden their horizon by taking elective courses which put science in perspective and they will practically apply what was learnt by carrying out a policy analysis project (equals a MAS thesis).
Professional perspectives
Graduates of the TPP programme will belong to a new generation of policy analysts and decision-makers who are literate in science and technology as well as public policy analysis. With the acquired knowledge and skills, they will be well prepared to shape public policies addressing today's grand societal challenges in areas such as, for example, climate change, sustainable use of natural resources, urban development, sustainable mobility, the energy transition, ageing societies, public health, and the digital transformation.
Structure and format
The MAS TPP degree consists of the following elements:
- CAS ETH TPP: Policy Process
- CAS ETH TPP: Impact Analysis
- Elective modules worth a total of 15 ECTS (to be agreed with programme management)
- MAS thesis (policy analysis project): 15 ECTS
Additional information
The programme participants will have the opportunity to apply these skills to the policy issues that interest them or to problems that are relevant in their professional settings (e.g., mobility, energy, public health, the digital space, urban planning, environment/sustainability, security, and others), and will profit from high-level interactions with academics, experienced practitioners and their peers.

Target group
Professionals working at the intersection of science, technology and policy and those wanting to move into this field, for whom a combination of science or engineering knowledge combined with skills in public policy analysis is important.
Requirements
Master's degree acknowledged by ETH or equivalent educational qualifications, preferably in natural sciences or engineering. Strong interest in public policy and professional work experience of at least three years.

Application fee
CHF 50 for persons with a Swiss university degree, CHF 150 for persons with another university degree (non-refundable, credit card payment only)
Withdrawal fee
- Within 30 days after the admission date: free of charge
- More than 30 days after the admission date: CHF 12,500
- After the start of the programme: CHF 25,000
