Complementing their science or engineering backgrounds, the programme participants acquire public policy analysis skills in order to thrive at the intersection between technology and public policy.

Structure and content

Programme description

The Technology and Public Policy (TPP) programme targets professionals from both the private and public sector who want to develop the public policy analysis skills they need to effectively address societal challenges in their current or future careers. The programme is structured modularly so as to best suit the backgrounds, interests, aims and needs of the participants. It consists of two CAS degrees in Technology and Public Policy (15 ECTS each), which can be combined with elective modules and a final project into a MAS degree (60 ECTS).

Objectives

Participants will learn how to systematically and effectively (1) design policy interventions based on systematic analyses of their expected economic, social, and political consequences before implementation; and (2) how to evaluate how implemented policy interventions perform in terms of their actual effectiveness, efficiency, and equity.

Professional perspectives

Graduates of the TPP programme will belong to a new generation of policy analysts and decision-​​makers who are literate in both science and technology as well as public policy analysis. With the acquired knowledge and skills, they will be well prepared to shape public policies addressing today's grand societal challenges in areas such as, for example, climate change, sustainable use of natural resources, urban development, sustainable mobility, the energy transition, ageing societies, public health, and the digital transformation.

Structure and format

  • One-​semester part-​time programme
  • CAS consists of three modules: Economic Foundations for Policy Analysis: Technology and Policy Analysis; Policy-​Making in Practice
  • 2- or 3-​day block seminars, one block week, 21 days of in-​person meetings

Additional information

The programme participants will have the opportunity to apply these skills to the policy issues that interest them or to problems that are relevant in their professional settings (e.g. mobility, energy, public health, the digital space, urban planning, environment/sustainability, security, and others), and will profit from high-​level interactions with academics, experienced practitioners and their peers.

This CAS focuses on the interface between policy (the output of the policy process, such as laws and regulations) and outcomes (the effects of such policies on technology and society) in public policy analysis. The other CAS ETH TPP: Policy Process focuses on the interface between politics and policy.

Target group

Professionals from the private as well as the public sectors working at the intersection of science, technology and policy and those wanting to move into this field, for whom a combination of science or engineering knowledge combined with skills in public policy analysis is important.

Requirements

Master's degree acknowledged by ETH or equivalent educational qualifications, preferably in natural sciences or engineering. Strong interest in public policy and professional work experience of at least three years.

If both the «CAS ETH TPP: Policy Process» and the «CAS ETH TPP: Impact Analysis» are combined, the fee is CHF 17,000 in total.

Application fee

CHF 50 for persons with a Swiss university degree, CHF 150 for persons with another university degree (non-​refundable, credit card payment only)

Withdrawal fee

  • Deregistration within 30 days after the admission date provided in ETH correspondence: Free of charge
  • Deregistration more than 30 days after the admission date and before the start of the programme: CHF 4,750
  • Deregistration after the start of the programme: CHF 9,500
