Programme description

Regardless of which geographical region or which policy area you are working in, you need the ability to dissect multidimensional policy issues, the tools to lead outside your area of expertise and a vision for governance in an age of interconnectivity and technological disruption. The CAS ETH in Public Governance and Administration (CAS ETH PGA) is a certificate programme designed for aspiring public sector leaders to enhance their knowledge, skills and confidence across these three critical dimensions.

Objectives

Participants will learn to understand key governance frameworks and problems, dissect multi-dimensional policy issues and effectively lead across the spectrum of technical, human, and conceptual challenges.

Professional perspectives

Programme graduates are enabled to take on leading roles in governance-​related matters in their current and future positions.

Structure and format

  • One 15-​day block
  • 64 hours individual preparation and exercises, 128 contact hours, 175 hours individual CAS thesis writing

Additional information

The programme encompasses a sequence of one or half-​​day modules, which are clustered around three interdisciplinary learning blocks: contemporary governance, public management and policy domains. Through the analysis of best-practice cases, competency-based learning experiences, simulations, peer-to-peer learning and group discussions, participants are provided with the tools to translate innovative solutions into their own political and administrative context. Additionally, throughout the two weeks, the participants will be working on a group assignment that allows them to synthesise the various course inputs into a coherent analysis. After the 15 days in Zurich, participants will integrate their learning into their own institutions with an interdisciplinary thesis. This academic paper can cover any topic related to the course.

Target group

The programme is designed for junior to mid-level professionals from the public sector, as well as professionals from the private sector, international organisations, and NGOs.

Requirements

Master’s degree acknowledged by ETH or equivalent educational qualifications and a minimum of three years of relevant practical experience.
